Generally, any individual or company, other than yourself, that installs a home improvement or building product needs to have a State of Hawaii contractor license. A company may manufacture and supply a product, but as soon as installation is involved, it's time to make sure they have a valid State of Hawaii contractor's license. It is highly recommended that any consumer use a State licensed contractor in good standing. This means that the contractor is on record with the State of Hawaii, has active insurance coverage as required by law, which include Workmen's compensation and General liability. The licenses for contractors are renewed every two years. Current standing of a particular contractor is available by either calling The Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing at (808) 586-3000 or e-mail: pvl@dcca.state.hi.us or through their web site at http://www.state.hi.us/dcca/pvl/contact.html. If an unlicensed contractor, without proper insurance coverage, works on a project owned or authorized by you, you may be liable for damages incurred for property or personal injury. More information is provided by the Contractor's License Board on hiring a contractor at http://www.state.hi.us/dcca/pdf/pvl_Consumers.pdf. All licensed contractors pay into a State recovery fund at the time of their license renewal. This fund was established to help and or assists consumers for damages incurred by licensed contractors not able to complete or rectify a project. This fund does not cover unlicensed activity. By State law, all licensed contractors are to provide their license number(s) in any advertisement or when asked for. A General excise tax license does not constitute a valid contractors license. Many consumers believe that by using an unlicensed contractor and "paying them under the table" will save them money. Most of the time this is not always true. An unlicensed contractor will bid higher thinking that your not going to compare it with a legitimate contractor anyway. They also know that there is no recourse with the State if you use an unlicensed contractor. They may not honor servicing your project if needed. Ask to see the license or license number. Contact the Division of Professional & Vocational Licensing to verify that the license is active and in good standing. You can also check for complaints. or any negative history. This simple check may save you not only money, but from a nightmare and headaches as well. Remember……. A licensed contractor has made a legal commitment to do business.
